The quarantine office for the arriving port
shall
decide the need for ballast water exchange.
4.6.1 Uptake of water ballast in harbour
Before the uptake of water ballast in harbour, information on water conditions
shall
be obtained from local
port officials.
The risk of spreading harmful organisms can be reduced by avoiding uptake of water ballast (whenever
possible) in areas and situations such as the following:
x
Very shallow water;
x
Areas where toxic algal blooms are occurring;
x
The water is stirred up by propellers, dredging or natural conditions;
x
Close to sewage outlets;

There is a known outbreak of cholera;

Records
shall
be maintained of all tank cleaning activities.
4.6.3 Exchange of water ballast in open seas
IMO/MARPOL requirements for ballast water exchange are that at least 95% of the ballast water volume
shall
be/or pumping through three times the volume of each ballast water tank.
Exchange of ballast water
shall
never threaten the stability or any other safety consideration of the vessel
and any exchange of ballast water
shall
be approved by the

Ballast Water Record Book shall
be kept updated for intercontinental voyages where local ballast water

only be performed in areas where exchange is
permitted. The following information
shall
be included in the passage plan:
x
Time needed to complete the exchange;
x
Deep waters > 200 m (some port states require more than 2000m depth);
x
As far as possible from shore (including islands) > 200 nm;
