When a job is planned onboard:

1) Check first if it is covered by the

Master Safety Document

(MSD) /

Document Unique de Prévention

(DUP)

;

2) Check if a

Generic-JSA (G-JSA)

and/or a

CheckList (CL)

and/or a

Permit to Work

is available;

3) If it is not the case but required by the MSD, a

Specific-JSA (S-JSA)

must be issued by the vessel for

this task. A Specific JSA

shall

always be done when a specific task, not included in the MSD has to

be performed. The Master Safety Document will be updated accordingly annually with the feedback

provided by ships.

Should

the nature of the operation to be performed induce significant change(s) to be considered, then a

Management of Change shall

be carried out (see

section 7

) before starting the job preparation process.

Jobs regarded as being suitable to make a

Job Safety Analysis

(JSA) are determined by the degree of

potential hazard of the job as per MSD/DUP recommendations. The persons involved

shall

determine the

job steps to be analysed and their priority. There are 5 considerations to make in the selection of a job for

analysis and in deciding priorities:

x

Past loss record:

Past experience may clearly indicate jobs with a history of severe or frequent

safety losses. Accident analysis will provide the necessary data to prove the need for analysis of

these jobs.

x

Job injury severity

: The actual and potential job injury severity

should

be analysed in order to set

priorities in assessment.

x

Probability of re-occurrence:

Both actual and potential losses

should

be considered in terms of how

they can be expected to happen.

x

The unknown and unfamiliar

: New jobs

should

always be assessed on potential or known risks.

x

Requirements as indicated in Hazard Identification (HAZID) analysis.

As a part of Company pre-job planning procedures, a JSA

shall

be conducted before work is carried out.

Each job of work onboard a vessel or at a base or other facility where any potential risk is involved,

shall

be

fully analysed in order to quantify the risk and to determine if any such risk can be removed or reduced.

The Job Safety Analysis (JSA) uses the 5 conventional risk assessment principles as follows:

x

Identifying the hazard;

x

Deciding who may be harmed;

x

Evaluating the risks and determine residual risk;

x

Recording the mitigating measures and implementing them;

x

Reviewing the assessment.

Each step of the job

shall

be submitted to an analysis of the risks involved using these risk assessment

principles. The quality of the analysis is driven by those who are engaged to do or supervise the job.

Regardless of whether a job has been assessed before, effort

shall

be applied to thinking about what

new or changed risks are or may be present and how they can be controlled.
