When determining the type and extent of restraining arrangements required the

Master

lines

Tag lines are particularly useful with alignment of cargo on fixed platforms and with flat bed motor vehicles

(trucks) however they can introduce additional hazards and risks on the deck of a moving supply vessel

where work areas and escape routes are often severely limited or restricted.

Some clients have a requirement for compulsory tag line use on all crane lifts and efforts

shall

be made to

comply with clients requirements, including appropriate risk assessment to adequately manage the

requirement. However, this requirement does not necessitate approaching suspended loads or making

attempts to hold or secure tag lines in efforts to assist crane operators positioning cargo.

Risk is manageable by elimination of hazards and remaining clear of a swinging load until it has been

landed; compliance with the Clear Deck Policy is a safe approach that

shall

ensure risk is maintained to an

absolute minimum.

Special provision is made for giving assistance with personnel transfers (Billy Pugh/Frog) whereby crew are

permitted to assist in the safe operation of the transfer by handling the attached tag line.

More specific details can be found in the

Guidelines for the Safe Packing and Handling of Cargo to and from

Offshore Locations

, Appendix 11 – UKOOA.
